Joanna Smith received a grant from the Center for American Progress to examine the use of categorical funding in state education finance formulas across the nation. The study will provide a national picture of the use of categorical funds as well as in-depth data from several states selected for case studies. The ultimate goal of the study will be to raise awareness of how the use of categorical funding influences decisions made at the district and school level and to propose recommendations for enhancing the effectiveness of state education finance systems in ways that will better support schools and improve student achievement.
